The EU candidate countries are still working to stabilize and strengthen their relations with the EU, with the shared ambition of achieving full membership. Workers’ organizations in these countries are increasingly building networks with partners in the EU, a process that has been ongoing within EZA for several years. Some EZA partners maintain active relationships with corresponding organizations in the candidate countries, identifying significant and specific needs for developing social dialogue. To address these needs, EZA has set the goal of strengthening social dialogue in these countries during the upcoming educational year as well. This decision also considers findings from the 2024 European Commission’s Progress Reports on EU Accession, which highlight challenges for social dialogue and the need for further capacity building of workers’ organisations in all EU candidate countries.
The concluding perspective seminar, planned for the end of the educational year, will assess whether these challenges still exist and to what extent. It will review and discuss the outcomes of educational activities carried out within the special project for the EU candidate countries and evaluate their contribution to strengthening social dialogue. The seminar will also examine the progress made by workers’ organisations in these countries—what they have achieved and what remains to be accomplished. Additionally, the seminar will serve as an opportunity to identify current priorities for workers’ organisations in candidate countries, laying the groundwork for planning future measures.
