Social security coordination in Europe

The project aims to analyse special pension schemes in the public sector in the light of existing European social policy coordination. This policy is nationally based, with EU coordination mechanisms mainly designed to support the exercise of free movement rights. The project will examine how changes in public sector pensions and benefits affect generational change, recruitment and the attitudes of workers to public and private sector jobs.

The project also considers the European dimension of these issues by analysing the interdependencies between European economies and the differential impacts on social security systems. There is evidence that European states are increasingly merging special arrangements for public service workers under a general regime for all workers, which is likely to affect other areas in which public workers have had financial advantages over private workers.

By examining coordination structures and promoting the involvement of social partners in the EU policy process, the project contributes to a functioning European social dialogue. This supports trade unions in taking action to ensure that public sector jobs remain attractive and offer good working conditions.
