Social partners’ involvement in the EU’s green transition policies

New research examines the influence of trade unions in the preparation of territorial just transition plans in Austria, Belgium and France.

A scientific article based on research commissioned by EZA from HIVA–KU Leuven has been published in the peer-reviewed journal Relations industrielles / Industrial Relations. The study examines how trade unions and employers’ organisations are involved in the preparation of Territorial Just Transition Plans (TJTPs), which aim to address the social and economic consequences of the green transition in the regions most affected.

The research analyses the experiences of Austria, Belgium and France, three countries with established traditions of social dialogue. It finds that, despite EU requirements for stakeholder involvement, social partners’ participation does not necessarily translate into meaningful influence on policymaking. Their involvement varies considerably between countries and is often limited in scope, raising questions about the effectiveness of partnership governance in delivering a just transition.

The article, by Anne Guisset, Noah Vangeel and Karolien Lenaerts, was funded under EZA’s 2024/25 Social Dialogue Work Programme and is available as open access.
